PATTERN 1
It would appear that ~（どうやら〜らしい）
It would appear that this giant structure is intended to be used for teleportation.
どうやらこの巨大な建造物は、転移のためのものらしい。
It would appear that ~ は「〜のようだ」。It seems that ~ の改まった言い方です。
他にも使える例：
- It would appear that we're lost.（道に迷った）
- It would appear that the meeting is canceled.（会議は中止）
PATTERN 2
get one's hands on whoever ~（〜したやつをつかまえる）
But I'd still love to get my hands on whoever thought up all this elaborate nonsense.
それにしても、こんな手のこんだしかけを考えたやつをとっちめてやりたいぜ。
whoever ~ は「〜した人は誰でも」。get one's hands on ~ で「つかまえる・手に入れる」です。
他にも使える例：

only makes me want to ~ even more は「かえってますます〜したくなる」。禁止されると欲しくなる心理を表します。
