Our highest priority is to ~ は「最優先は〜すること」。at the moment で「いまのところ」と添えます。

How do you expect ~ to …? は「〜にどう…しろというのか」。無理もないと言い返す反語です。

couldn't have + 過去分詞 + 比較級 は「これ以上〜なものはありえなかった」=最高だという意味です。
