To think (that) ~ は「〜とは驚きだ」。感嘆を表す文語的な言い方です。
他にも使える例:

まるでゼントピアを当事者ではなく被害者として扱っているようだ。
It's as if ~ は「まるで〜であるかのようだ」。不満や違和感を述べるときに使います。

ただ手をこまねいて待つのは性に合わん。落ち着かんのだ。
don't care for ~ は「〜を好まない」というやわらかい否定。dislike より上品です。
