The Magic Council starts a wizard exchange program, and Natsu's group visits Blue Pegasus, Lamia Scale, Mermaid Heel, and Quatro Cerberus, asking about Kemo-Kemo and causing chaos everywhere. At Sabertooth, they learn the program has been canceled because a mysterious island has suddenly risen from the sea.
