Spring break winds down. Perhaps it's how one subconsciously expresses their desire for spring to arrive.
それは、春が来てほしいという気持ちを無意識に表しているのかもしれませんね。
one は「人は（一般）」という改まった主語。Perhaps と組んで上品な考察を述べる型です。

It's always like this when ~（〜のときはいつもこうなる）

It's always like this when ~ は「〜するといつもこうだ」とパターンを指摘する型です。
