PATTERN 1
I can't believe ~ without asking me（私に聞かずに〜するなんて信じられない）
I can't believe the support crew changed stuff around without asking me
サポート会社が、ぼくに聞かずに勝手に変えちゃうなんて
without asking は「相談なしに」です。
他にも使える例：

PATTERN 2
I can't tell if ~ or not（〜なのかどうかわからない）

本気なのか冗談なのかわからない
can't tell は「見分けがつかない」です。
