PATTERN 1
Not only has ~ been restricted, but … as well.(〜が制限されているだけでなく、…も同様だ)
Not only has traffic flow been restricted, but press access as well.
交通規制だけでなく、報道陣の立ち入りも制限されています。
Not only has ~ been … は倒置 の形。but … as well で追加の情報 を重ねる、ニュース原稿らしい型 です。
他にも使える例:

PATTERN 2
Can't seem to ~ without …(…なしには〜できないようだ)
Can't seem to take a step without the eyes of the state watching.
一歩踏み出すにも、国家の目がついて回るらしい。
can't seem to ~ は「どうも〜できないようだ」 。without … と組んで「何をするにも…がつきまとう」 という窮屈さ を表します。
他にも使える例:

PATTERN 3
I presume ~ needed … to …(〜は…するために―が必要だったのでしょう)

おそらく、犬にあなたの跡を追わせないために、あなたの匂いが必要だったのでしょう。
I presume ~ は「おそらく〜だと思います」 という改まった推測 。throw ~ off one's trail (〜をまく)も追跡の定番 です。
