The painting that may hide the location of the Zacharias Dossier hangs in Cathy Campbell's private gallery, and the only way in is to win it — at Campbellton, the underground tennis tournament Campbell runs for financiers and crime bosses. Whether ~ or …, it's still highly likely ~(〜であれ…であれ、―の可能性が高い)

Whether its contents are harmful to East or West, it's still highly likely the information will be used to reignite those flames.

whether A or B は「AであろうとBであろうと」。it's still highly likely ~ でどちらでも変わらない結論を示す分析の型です。
